Those are two different exercises, obviously.
As part of FT, this would be a great finishing touch to the end of a Pump set, esp. on a supported row, to add stimulus to the middle / lower traps in that case:
Do the pump set to fatigue with a full ROM
Finish with the scapular retraction only (no / minimal movement at the shoulder and elbow joints) to focus on traps, rhomboids, etc.
